He is a fan. In korea they have a hierarchy system. Idols like to speak to fans formally, I think. Those who are older than you, you call them Oppa or unnie if you are female and Hyung or Noona if you are male. This guy right here is currently in the military, they usually do it before college, though some do it after. He is only 20/21 so he calls JiU Noona.

it's a fansign you can enter through preorder, but you have to have a kakao account. Also be careful not to spend money on too many albums for a fansign.
