I request you to please provide video on Mean Well HLG 150H 12A supply like voltage fluctuation, no output & other common issues. I tried to repair it by myself & i did so all output capacitor are busted so i changed it & got the output
But the output is fluctuating without load & with load too, voltage & current adjuster not working

Did you notice how shrunk is that plasting on capacitor near the IC? Means that probably it was too hot inside the PSU case for long time, and probably it's ESR has risen abowe nominal value.

The bulk capacitor is a "dead short" until it's charged. Takes a second or so to get up to line voltage.
