Adding overshot wads, cardboard, etc. over the powder helps to keep the powder from spreading up past your wad and into your shot. It is a common practice among reloaders that have actually been reloading for a long time. When shells are carried in pockets, packs, or pouches for long hard days they often have powder spread through their shells. Not only can it be used as a spacer it can also help hold the powder in place. Reloaders have been doing this for many decades. I have been since the 70s.
