You may think July looks just as difficult or harder, July is extremely straightforward in comparison. You can look at the step charts and try to deduce all you want, but play both songs and you'll instantly realize that this song is much harder, both in terms of passing and FA difficulty. Unless you've got some weird mental quirk that allows you to play these particular patterns well, you should be passing July well before this song.
I know it's rated a 12 but it honestly looks more like an easy 11, possibly even just a 10. Especially when you see the chart for a song like Determinator and that's rated a 12.

it's a 12 because it's a technique chart, not because it requires ability or stamina. Determinator is a foot speed chart.
