Not only are these certifications costly but they also represent a liability and an additional enticing loot for raiders/pirates. In this movie, Muse was living a scarce season and his persistance allowed him to take the ship. Normally, a vessel is harassed by numerous bandits at several flanks, that's how they board a ship. Simple handguns won't repeal such a threat, substantial fire power is needed, hence why the crew needs professional training and why pirates may find this as an additional reward.

My uncle is a captain one of those maersk ships and he knows "Captain Phillips" in real life There are good reasons why they dont carry weapons abord, Also security have really been stepped up in those seas, There are strict guidelines and warnings advising all captains to not go near those waters (some 1xx km from Somalia Coast) captain Phillips was Even warned over the radio by the US navy that he was heading into dangerous waters, that there was a lot of pirates at that time, yet he did go into the waters anyway I remeber a video he send me from the bridge, they needed to sail through those dangerous waters, and he was litterely escorded by 3 US military ships, and they had helicopters in the air non stop, Such a cool video to see, but also so surrealistic If you stick to guidelines, and do what the military advises you, its more safe to sail there than having guns abord...

Then Arnold Schwarzenegger says to Tom Hanks “get in the chopper.” Arnold flies the helicopter in the direction of the pirates. They engage in gun fire but one bullet hits the chopper. Then the chopper goes into the ocean but Arnold manages to wrestle a shark and then boards the pirates ship. Then Arnold and Tom overpower the pirates and they all go aback to the ship. 😂

I still don't understand one thing (excuse my ignorance - I was in the Air Forces - not the Navy!) - so...how do they BOARD those freaking things??? These ships are big (VERY big!)... I'd still take my chances on the bridge being sprayed by Kalshnikov's bullets, rather than stop and be at their mercy - F@CK IT! - those boats may be fast but I doubt they have a lot of range... Do Somali pirates have any weapons that could disable power-systems onboard? ...idk!...0.50cal's - "Brownings" or "Dashka's" ? - or something bigger like RPG - or idk!... whatever??... Can they do SERIOUS damage to a ship like that (of that size I mean?)...
I'm not a boat guy either but my guess is those small fast boats are enough to board a big lumbering hunk of metal. Especially unarmed ones. I mean if the number of times pirates were able to board cargo ships prove anything it's that IT IS effective.
For a short answer, if you take a latter long enough to get grip on something, you can climb up. Sides of a ship aren't smooth, they're filled with littlbe balconies, railings, water discarding holes, etc. Also, those small little boats consume little to no fuel and those angines are pretty dang strong, they can easily go fater than a fully loaded transport vessel.

You just need a couple of armed security guards, armed with conventional weapons, which is more than enough to ward off pirate attacks. You don't need to launch a howitzer at these skiffs to make them leave your ship alone.

It’s easier to give them what ever money Is on the ship then to have a fire fight possibly killing the crew on board.
The Captain knew these were pirate infested waters and proceeded anyway to meet deadlines. This was caused by them.

I am always careful with any notions about giving people guns but for ships that get preyed upon so often, I don’t get why a lot aren’t armed at all.
