Morality wise, Georgekutty is a hero for saving his family from a potential rapist. But morality won't always intersect with law and thats the theme of this whole movie. IG was basically doing his job by solving an unsolved puzzle to save the reputation of the whole department. He couldn't simply go "I would rather ignore death of a pervert than saving the department".
