It’s been like 16 months since I’ve played. Why was Garlic doing the autocombo whiffs at 1:40?

Baby autocombo on whiff is pretty hard to react to, only 15fr
So he can do that to bait a late button press and his 5L will hit, or if I'm mashing, Krillin rocks can punish me(I didn't notice it wasn't available yet), so it's like a mindgame/stagger tool.
And Babys love to whiff autocombo into lvl 3 monkey as bait so scary to press lol
