That means, by law, anyone applying for "berufliche Anerkennung" (Recognition of professional qualifications) need to submit a Defizitbescheid. It is actually the result of Gleichwertigkeitsprüfung (comparison of qualifications). In case you need an actual, so called Defizitbescheid, the degree comparison process should be fulfilled. Therefore, irrespective of language course or Hospitation, if your aim is to work as a doctor in Germany, for visa Defizitbescheid is required. However, some authorities issue the document, in case you opted out Gleichwertigkeitsprüfung through a Gutachter and express your willingness to take Kenntnisprüfung. 1. Defizitbescheid should be issued by "zuständige Anerkennungsstelle" (responsible Authority for Recognition). Here it is Approbationsbehörde and not Ärztekammer. Please correct the same. 2. In case an applicant do not have the necessary language competency, the visa will be issued according to §16b and later converted into §17a. 3. If an applicant has necessary language competency, he can apply for visa according to §17a for participation in a Qualifizierungsmaßnahme (Measures for Equivalence) for eg. Special training for FSP or Kenntnisprüfung. Contrary to your statement, Defizitbescheid is not an issue for language courses but for FSP/Kenntnisprüfung training as some embassies are lenient, when it comes to 16b. LG Sreenath
Thank you for the detailed explanation, you may have come across candidates whos visa got rejected and were asked for Defizitbeschied, even when they very clearly mentioned that they want to come to Germany for Language Course purpose only . Since the process is so complicated and uncertain, i donot bother on giving detail addresses, where the forms have to be sent etc,as its given on the Form itself, to which zuständige Behorde it has to be sent. I say government office, be it Ärztekammr of Landesprüfungsamt or Approbationsbehörde, its alls the same practically speaking, plus different states have diffirent names for such offices. According to me it creates more confusion and panic among the candidates. I try to keep it simple and stick to concepts. Thanks anyways for your input.

you are right, nothing will happen while you are sitting in India. The PG Seat in Germany is basically an Employment Contract, as a Resident Doctor. This contract you will get, after you have learnt german language, have a German Medical License after passing 2 license exams in german language and do well in the Interviews you will attend when you are in germany, the interviews will be in German language.

Yes, you can do that. After end of tourist visa, you will return home and wait for deficitbescheid.

Part time jobs depend on visa, if it allows you to work. You should not expect payment during hospitation.

Once you make the application for FSP, they will send you DEfizitbescheid automatically, and then you have to submit the asked documents.
