Start with Be3+ then bc5 to protect the a pawn the black king and rook will be hard pressed to guard both. move the king towards the queen side to escort a pawn. Too many alternatives for black but white can block the rook and king. Maintain the e6 pawn unless threatened. Station it to e7 to lock the black king then move the a pawn when white is close enough to guard it against the rook. Once the pawn reaches a6 the game is won
After Bc5, Black will force a draw with Re1+.. No matter where white puts the king, the rook captures the e file pawn, sacrificing the rook. Once white has only the a file pawn and a wrong-color Bishop, white can't avoid a stalemate. Black King only needs to go into the corner and move in and out of the corner until the a file pawn gets close enough that a stalemate is unavailable. The a file pawn is useless so protecting it is a wasted move.
Tough puzzle because the rook getting to the 8th rank had to be avoided but the e file had to be protected too. I had a couple of slips along the way but I got the general strategy.
