I noticed that too. Makes me uncomfortable to see. I always ease my saddle down onto my animal’s back after swinging it. I want them to feel comfortable as much as possible because they work hard. Take care of your animals.
Not only the horses head is shaking, the riders head too. Perhaps he could stop this, if his pelvis would move in an aft loop, not be that stiff. Why does he pull back the rains in that way? The canter does not really look good. But there are possibilities to improve it. Even for people who ride just for pleasur.
Love my smooth gaited Missouri Fox Trotter trail horse. Courage, agility, excellent health, easy keeper. Not a fan of the hand pumping show canter, fake, phony, not natural.
Excellent horse breed I must say. I bought one for 950$ in the year 1899

That horse really didn't appreciate having a saddle banged down on its back.

What is happening at the 3:43 minute mark? Is he jacking that head up with each stride or what? Not natural looking at all.
