She still have time to become better, and we have to encourage kuro to do so because in her current state she will not perform to the standards that have been se by previous DPS's like Xiangli Yao, Carlotta, Camellya, and not even Jiyan.
Does she do dot off-field? If so wonder if the game considers that coordinated attacks for jinshi. I don't use rover but don't they have spectro res shred? Think verina does to on 1 of her sequences but don't remember for sure.

@QuanterJ I don't think you need to be so worried about people dismissing Pheobe before she is released, people who watch speculative videos on leaked content are just the type of people who likes being at the cutting edge of discussion. It doesn't necessarily mean they won't give Pheobe a fair chance when she releases. The other camp of people are those trying to rationalize if they should pull for Roccia or not, or a few who still haven't decided on Carlotta. I think people have a bit of a blindspot for this, where the actual reason people won't pull for Pheobe when she releases is if the new leaks for Zani or other new upcoming characters look more promising. I suspect Zani might also be a spectral frazzle users, and in that case, the hype machine might actual turn out the be in Pheobe's favor.
Thats how it was with Zhezhi when she came out. 90% of people slept on her and now she is one of the best sub dps in the game for 2 of the best main dps units. :)
True, like for example the genshin character thoma seemed useless but good for some combos, usually I don’t want to mention about it but it’s one of the only examples I can think of that relates to what you said. Not the last part tho

I think she’ll be a character that gets way better over time. The spectro frazzle tutorial also mentions other elemental effects so I thing frazzle is just testing the waters and we’ll get elemental effects on almost every character in the future.

@@chelo136 I'm pretty sure you have not heard of this battle mechanics since Genshin devs cannot think that far but Effects such as Spectro Frazzle are DoT or Damage over time. It is a mechanic that continuously damages the affected enemies sometimes alongside debuffs. Elemental reactions combine two different elements (a simple skill press mechanic of two characters of different element). Please don't put your Genshin brainrot in a Wuthering Waves video it makes you soundstupid

I think she seems awesome and super flexible. Being able to choose whether you want extra dmg or more buffs for teammates is a really interesting idea and I'm excited to see how Kuro handles her. I don't think there is anything wrong with them stepping out of the box from typical team rolls to try something different with her.
@@ThundahPrime you dont get how outro buffs work. mortefi outro always incresases heavy at dmg by 48% no matter what. so if you normally deal 10k dmg, with mortefi outro you will deal 14.8 dmg no matter if you have 50% heavy atk dmg bonus from the weapon etc. it can maybe only be nerfed if you have verina/shorekeeper outro as well, but rly by not that much
@@koks49045 you don't get how they work. mortefi give 48% heavy damage amplification, that's a category of damage multipliers. it's the same damage buff that jiyan's sig weapon or echo substats give. and it falls victim to diminishing returns let's say you have no amplification so your dmg is 100%, then you buff it, it goes to 100% + 48% so 148%. 48% damage boost, huge right ? now when you already have some amplification, mortefi's adds onto that amplification and not multiplies, so when you have let's say 80%, you now have 180% as the new baseline and add 48% so 180 + 48 = 228%, and how much that increase is in comparison to the 180 ? you divide the buffed by original (228/180) and get 1.24, so 24% increase in comparison to the 180% you had. that's the reason why camellya mains use atk% on their 3 cost, because they have so much havoc and basic attack amplifications, the diminishing returns grow so big that atk is actually more of an increase

She was made for being the best support subdps for zani, who is also a spectro dps that use the new frazzle mechanic. Of course they don't want to powercreep jinhshi, otherwise players would be mad for the quick powercrepp. We still have time to see if she gets fixed or if she improves in future with Zani. Anyway, brant zani and fleur-de-lis (imperator resonator) are the next characters that will be very useful in next months.
@meliho27 I know it seems a paradox but go watch leaks, she's spectro dps. The only problem is the weapon, it's rumoured to be gauntlets, but it's still not sure. But for the spectro element and synergy with Phoebe, that's for sure. Cantarella will be havoc, while for carthetiya it's still uncertain between glacio or aero or both. My advice is to get Brant Zani and carthetiya bit the choices are yours, good luck 👍🦋

Fair I guess, everyone is jumping the gun here (including myself). I know I'm not pulling Pheobe, but that's just because I'm disciplined as a f2p and she is not what I'm looking for. There are many reasons; animations look messy to me, I don't like attacking with "light", I'm not willing to commit long-term to building around spectral frizzle. The account also need a star dps with high uptime next, not a spectral AoE / nuke specialist. I like the outfit and her self-conscious / kind personality, but it's not enough. I've gathered enough information to decide for myself, but I agree, we should all chill more about it.
She's amazing and yes, somehow her kits feels like they need more tinkering. if the devs are open for suggestion I'd recommend; 1. focus on 1 type of DMG ether make her a fully Basic DMG dealer or Heavy DMG dealer when she's in either one state. 2. Allow more application of Spectro Frazzle especially when she's on Absolution (DPS) state. so apply on intro (2 stacks), Absolution Heavy Attack (1 stack), Ultimate (2 stack), and Outro (2 stack). This is just to ensure Spectro Frazzle staks is on 100%, but not too much that it reaches 10 stacks on 100% uptime. that's for her confession (S.DPS) state. 3. the ascension of Spectro DMG Bonus is great but we dont know whether Spectro Frazzle also affected by DMG bonus or not so I'd suggest instead, the ascension passive gives the silent prayer effect (Spect resist drop 10%) on intro, entering state and outro. This to give 100% uptime and benefits both state DMG. 4. the silent prayer effect on confession state instead change her outro to deal coordinated attacks once every second for 4 seconds and each attack provide 2 stacks of Spectro Frazzle for her S.DPS Spectro Frazzle max stacks 100% uptime. 5. Her S1-S3 is great enough already. but I really hope her S4-S6 have some major changes. Here's some suggestion; - Makes her Mirror Ring bigger - Gives another stack/charge of her resonance skill - Enemy in Mirror Ring reduce Spectro Resistant, Character in Mirror Ring gain Spectro DMG% - the same as most characters 25% of either Heavy DMG or Basic DMG - Character near Mirror Ring gains Attack% or Maybe heal over time and heal characters from negative effects. - On both state, her 3rd Basic Attack is immediately trigger her Heavy Attack (instead of having to hold the BA button). And her mid-Air can attacks also trigger Heavy Attack on hit a more overpowered suggestion for Sequence/Resonance Chain; - allows Spectro Frazzle DoT to crit with 100% C.DMG (Eg: fixed Crit Rate of 30% at 100% C.DMG) or maybe follow her own CR & CDMG. - Max stack Spectro Frazzle triggered will deal DMG on AoE and applies 1 stack to enemy hit by AoE. - She can increases the maximum stack of Spectro Frazzle to 15 or 20? to further increase Spectro Frazzle DMG - On Absolution state, DMG increases against Enemy with Spectro Frazzle, the higher the stacks on enemies the higher her DMG is. - 50% of her prayers refunded/gained when initiating Ultimate. - Faster Trigger of Spectro Frazzle DMG on enemies with each stack lasting longer and able to maintain full stack. (Eg: when reaching full stacks of Spectro Frazzle, DMG will trigger once every 0.75 seconds for 15 seconds, maximum stacks remains throughout duration and when duration ends all stacks will reset)
The majority community fixated on "sub-DPS" and that is why u all are so confused. Those that did not qualify as "Main-DPS", should be labelled as "Hybrid" instead. While those providing surviving abilities for the team should be labelled "Support".

You keep going on about how Spectro Frazzle is weak but Spectro Rover can solo 3 star the left side of the tower right now thanks to it. I've also heard that the tick for the damage can reach around 8k. Which is the same as a coordinated attack with the empyrean set. That's 8k on Spectro Rover btw. Phoebe will likely be able to achieve a much higher number. I also want to point that her signature and spectro set is 61% crit rate. You're not gonna overcap on crit rate unless you run a 4 cost crit rate. It actually lets her not have to worry so much about crit rate subs and focus heavily on crit damage instead. This makes her really easy to build because she doesn't need double crit on everything. If you do run her with Shorekeeper, you could ignore crit rate subs almost altogether.
1. Soloing left tower while left tower's buffs are entirely tailored towards spectro is not impressive 2. Coordinated attack characters trigger their coords faster than frazzle 3. Coordinated attack characters usually bring a lot more utility than just their damage

@@PrinceMarthX Havoc Rover is good. Saying Spectral is stronger is getting overly hyped about the upcoming Pheobe/Zani etc. Havoc Rover has no obvious flaws. You can throw him in on just about any team, and he does fine. Encore+Havoc Rover, why not. Havoc Rover+Changli, why not. Solid A-tier, nothing amazing but never bad. Spectral Rover on the other hand is awkward, doesn't excel at any one thing. It'll be nice if he has at least one team with the new spectral mechanic, but that doesn't make him better.
its interesting how Kuro is taking on the Spectro Main DPS role. They seem to have a gimmick where they need to trigger something to make them shine. For Jinhsi, its coordinated attacks. With Phoebe, its spectro frazzle. Whereas with other elements, they can just dish out damage on their own accord. But ig its only a matter of time when new characters will utilize the new effects of each elements.
i really don't get where do you get your argument that she can't buff herself without other spectro frazzle character. spectro frazzle falls off one by one every 3 seconds with max 10 stacks, so it's 30 seconds. phoebe outro in confession increases that by 50% so around 40 seconds because the increase is for first 30 seconds. but even without that increase, because prayers are maxed out every 24 seconds , you will want to use her nuke, which is the only part that relies on spectro frazzle, every 24 seconds so she can easily have enough time to utilize her full kit herself, especially because those 24 seconds include her confession rotation when you're still in the process of applying the frazzle (info from latest kit leak)
@@ThundahPrime that's literally the case for every T0 main dps in the game. camellya, carlotta, jinshi all build up damage buffs through atleast half of their rotations from reading her abilities i can already see that she will be focused on doing two heavy attacks within her modes and then change them or swap to another character if she can't. also how do you know that kuro doesn't want her to dual dps ? again, after reading her kit, it's crystal clear that she's supposed to have a cooldown on her dps phase where she goes on a backburner while waiting for her moment to shine. you're trying to say that kuro has no idea what they're trying to do or that they don't know how their own damage calculation math works. wtf dude and all that while she's barely in beta

Easy to imagine another CC making a video titled "The Fundamental FLAW With Jinhsi" whereas they can talk about how future units like Phoebe are going to eclipse Jinhsi in team synergy and this upcoming banner with the current skin release is just a last ditch effort to milk her for one last time before moving on to a more cohesive spectro team that does more DPS.

Carlotta is a bit better than Jinhsi in terms of DPR, and she's stolen her best in slot supports (Zhezhi and Shorekeeper). The fact we're getting spectro damage teams soon might mean it's a push to eclipsing Jinhsi's relevancy People should be careful not to be blinded just because Jinhsi was best DPS for quite a long time. Yes the bar for spectro is high but the circumstances are also unique

Just what exactly os getting wasted here? You do know you can use a crit dmg main echo right?
Lets calculate crit DMG too Average of 15% per echo equals 75 plus crit DMG main echo, equals 40 plus 25 from shorekeeper So 290% in total if add it to base 150% yeah buddy I see no issue here
The more I look into it the more it seems you would 1. alternate between the frazzle and dps forte rotations, if without a frazzle teammate 2. use the dps forte every rotation, if playing with a frazzle teammate Actually seems like it will work very well either way

New metas always suffer from the cold start problem though, I think they should just come out with one or two four stars that resolve around this new DoT mechanic to pair with her and it'll be fine
My theory is that Phoebe’s best team in the future is actually going to have Rover as the main healer and elemental debuffer. Spectro Rover shreds 20% spectro resistance at s6, which for Phoebe is far better than any buffs SK or Verina provide. So her main team is meant to be very strong (imagine when we get the last spectro frazzle dps) but difficult to manage since you can’t get hit, that is because Spectro Rover heals suck and happen only after liberation. That would explain why she has in-built teleport and 2 air-dashes, to get away and avoid dmg as much as possible. Or perhaps Zani will really have shields while also being a dps, and that would make even more sense. Phoebe isn’t a standard dps like Carlotta or Camellya, but rather she’s akin to Changli, she’s a hybrid. You shouldn’t be judging her as if she was a dps, she’s meant to be the main pinnacle of mono spectro teams that applies dot. That team simply can’t exist without her.

I can deal with ToA using my current team and If I invest more with my other 4 star characters. This ain't Dps impact lol. I'd rather watch CCs who clears ToA or Holo with 4 star characters (preferably Rover with lore accurate 2 star weapon for Holo😂😂) than seeing big pp dmg (brute forcing way).
Interesting video. IMO, it's still too early tell as she'll probably get some changes before she comes out, but it's nice to get an idea of how Phoebe'll work. Personally, I pull for characters I like and I think Phoebe's adorable so I'll be getting her. If she's gonna work well with Zani, all the better for me as she's looking like my favorite character in Rinascita and I'll be getting her as well.

I think its better to have her normal atks and reso skill have Spectro frazzle stacks. than doing forte heavy atks. its complicated to do that much. also make her Reso skill have debuff spectro resistance. this will fix her and if you wanted her to be broken and all the future Debuffer Damager . Make all the Debuff Crits (Spectro Frazzle, Fusion Flare, Aero Erosion, Havoc Bane). Thats it already fix no need major changes.

Well, she clearly has a role and she clearly is fun to play. So far Kuro delivered only fun characters. All limited 5 stars are fun to play. SO I doubt that Phoebe will be boring. As for meta/teams and synergies its too early to tell. Remember Zhezhi? Well guess Carlotta was made for her. Same thing will be for Phoebe, there will be a character that works very well with her, not only that but I think we will see more new characters with DoT mechanics or even something entirely new in 2.0 since the 4 star craftable weapons seem kinda strange, made for future characters who prioritize elemental effects and spectro frazzle its the first effect we get for Spectro, there are Aero, Electro , Glacio, Fusion , Havoc that we are missing. All in all I dont have Jinhshi / Shorekeeper so for me Brant/Phoebe and Roccia are a skip, not only I dont have that much Asterite but I am out of echo exp as well and rolling echoes to build a new character takes a lot of time and is a pain.
1) This is beta, her kit may change upon release 2) Even if she is not busted upon release, I trust that Kuro will release her in a state that she feels viable to play. 3) As mentioned in the video, she will likely get better overtime, as other characters with Spectro Frazzle (likely Zani) are released. We will have to wait and see how it plays out, but... I think she will be fine. At the very least, I would rather her not be "meta" at first and become really good later, rather than making her straight up powercreep Jinhsi right of the gate and only get stronger and stronger after. (I respect that, for the most part, thay've been able to keep powercreep in check so far while still making the new characters feel good to pull... And I don't want the pwercreep to start getting out of hand now.)
Another issue with her kit is that she needs "120 prayers" which can ONLY BE OBTAINED THROUGH TIME and will take 24 seconds (5 per second) to max out. So realistically even if she gets used with a new spectro dps in the future, you'll have to wait 24 seconds just to max her forte and enter your state (most likely designed with dps Phoebe in mind so she can nuke stuff at the end). I feel like this will most likely get a buff alongside with her spectro frazzle application cuz these two flaws limit her playstyle. But welp, only time can tell.
Looks like both the 2.1 characters are going to be weird and don't scale the same as normal characters. That sounds amazing for a regular game buy kinda scary for a gacha game. That's a brave thing to try, but so far they've been good at balancing it

I don't understand Kuro's goal at all, they are pushing a more casual gameplay in 1.x version by removing outro buffs after the main dps leaves the field while now they are making dual dps which is a downer for how outro buff works. Like Changli and Brant and potentially phoebe and zani.
I'm just here to remind you all that before Jinshi release in 1.0 every cc said coordinated attacks suck and there is no reason for them to be in the game. All it takes is one good dps character who require one certain mechanics to work to turn entire cc community upside down. If Zani turns out to be new top dps powercreeping Jinshi which is possible with how popular she is and gacha devs like money and turns out that Phoebe is her best support then everyone will be worshiping her.

Jinhsi isn't going to get that because she would need TWO characters to accomplish this giant task. The first character would need to heal and/or shield in addition to proving a massive skill and Spectro damage bonus and the second support she needs is a coordinated attacker/sub-dps that fully buffs her damage that ISN'T Spectro.

I do not approve of this type of content at all, Phoebe is still in her Beta version and her skills kit shows in advance that she will be able to alternate between TWO FORTE CIRCUITS depending on the sequence of actions, as it is on paper, which gives her a lot of value for future compositions and at the moment she has teammates who in their DPS form on the field work quite well.
We can't look at a character's value as to how they could *potentially* be good in the future. We have to see her as she is. If she is changed for the better, I make a new video. If not, my takes stand. I will not stand and watch as kuro makes Phoebe and Zani unplayable without eachother.
Hypercarry is the most boring way to play. Wuwa is an easy game. You don't need to optimize. Just play what's fun. and clear 99% of the content with a damage dealing healer and a supporting dps cause you can.

Watching Phoebe’s gameplay makes a strong case for Jinhsi. Why pull for two separate resonators when one can do the same damage? I’m gonna go for Jinhsi and her outfit too!
There are so many reasons to just chill with pulling right now. We completed that amazing survey, and yet people act as if no cool characters will come out of it. Imagine when they release for example a fire-cyborg chick that punches people with a mechanical extending arm and you are like: "I pulled on Pheobe because she was cute, she has no synergy with 90% of cool characters that will ever get released, I must now save for the next spectral frazzle character." 3.0 will be an absolute banger when it comes to unique and powerful designs. Unless you need Brant for synergies or Zani / elf girl turns out to be really good, just save.
As a Welkin user I'm saving for S6R5 for a tanky dps that is actually good so that I can clear harder endgame content like Hologram with ease and without needing a lot of skill!!!!

Zani is likely our first limited def-scaler, but might be more of a synergistic character meant to work with certain characters. If she is successful (very likely, with her "assets") the developers may release another defense character in 3.X. I'm personally looking for a character where I enjoy both the character and gameplay. As long as the character is powerful enough I don't mind, but I'm sensitive to "awkwardness". My dream character would be like an aero character with graceful movements who can attack while moving around freely. A fire character with "go-go-go"-energy wouldn't be so bad either. I try to keep an open mind, we get what we get.

You are too dramatic. I still interested in Phoebe. All she need is Shorekeeper and Rover, but I wont spend a single pull untill I try her in trial. Most important part for me is how characters feel while playing. And btw if I loose late 50/50 most likely I just give up, because after all I have Jinshi with signa as spectro damage dealer... Her being spectro is her really biggest weakness, because she compede against Jinshi, which is by far strongest char in the game, and easiest one in the same time.

The reason I dropped the video so early on during beta ks precisely *because* Phoebe can still be fixed, which why an entire section of the video is dedicated towards it. She still have time to become better, and we have to encourage kuro to do so because in her current state she will not perform to the standards that have been se by previous DPS's like Xiangli Yao, Carlotta, Camellya, and not even Jiyan.
Does she do dot off-field? If so wonder if the game considers that coordinated attacks for jinshi. I don't use rover but don't they have spectro res shred? Think verina does to on 1 of her sequences but don't remember for sure.

@QuanterJ I don't think you need to be so worried about people dismissing Pheobe before she is released, people who watch speculative videos on leaked content are just the type of people who likes being at the cutting edge of discussion. It doesn't necessarily mean they won't give Pheobe a fair chance when she releases.
The other camp of people are those trying to rationalize if they should pull for Roccia or not, or a few who still haven't decided on Carlotta.
I think people have a bit of a blindspot for this, where the actual reason people won't pull for Pheobe when she releases is if the new leaks for Zani or other new upcoming characters look more promising.
I suspect Zani might also be a spectral frazzle users, and in that case, the hype machine might actual turn out the be in Pheobe's favor.

I think she’ll be a character that gets way better over time. The spectro frazzle tutorial also mentions other elemental effects so I thing frazzle is just testing the waters and we’ll get elemental effects on almost every character in the future.

It is a mechanic that continuously damages the affected enemies sometimes alongside debuffs. I think she seems awesome and super flexible. Being able to choose whether you want extra dmg or more buffs for teammates is a really interesting idea and I'm excited to see how Kuro handles her. I don't think there is anything wrong with them stepping out of the box from typical team rolls to try something different with her.

it can maybe only be nerfed if you have verina/shorekeeper outro as well, but rly by not that much
@@koks49045 you don't get how they work. mortefi give 48% heavy damage amplification, that's a category of damage multipliers. it's the same damage buff that jiyan's sig weapon or echo substats give. and it falls victim to diminishing returns
let's say you have no amplification so your dmg is 100%, then you buff it, it goes to 100% + 48% so 148%. 48% damage boost, huge right ?
now when you already have some amplification, mortefi's adds onto that amplification and not multiplies, so when you have let's say 80%, you now have 180% as the new baseline and add 48% so 180 + 48 = 228%, and how much that increase is in comparison to the 180 ? you divide the buffed by original (228/180) and get 1.24, so 24% increase in comparison to the 180% you had.
that's the reason why camellya mains use atk% on their 3 cost, because they have so much havoc and basic attack amplifications, the diminishing returns grow so big that atk is actually more of an increase

She was made for being the best support subdps for zani, who is also a spectro dps that use the new frazzle mechanic. Of course they don't want to powercreep jinhshi, otherwise players would be mad for the quick powercrepp. We still have time to see if she gets fixed or if she improves in future with Zani. Anyway, brant zani and fleur-de-lis (imperator resonator) are the next characters that will be very useful in next months.

@meliho27 I know it seems a paradox but go watch leaks, she's spectro dps. The only problem is the weapon, it's rumoured to be gauntlets, but it's still not sure. But for the spectro element and synergy with Phoebe, that's for sure. Cantarella will be havoc, while for carthetiya it's still uncertain between glacio or aero or both. My advice is to get Brant Zani and carthetiya bit the choices are yours, good luck 👍🦋

Fair I guess, everyone is jumping the gun here (including myself). I know I'm not pulling Pheobe, but that's just because I'm disciplined as a f2p and she is not what I'm looking for.
There are many reasons; animations look messy to me, I don't like attacking with "light", I'm not willing to commit long-term to building around spectral frizzle.
The account also need a star dps with high uptime next, not a spectral AoE / nuke specialist.
I like the outfit and her self-conscious / kind personality, but it's not enough. I've gathered enough information to decide for myself, but I agree, we should all chill more about it.

She's amazing and yes, somehow her kits feels like they need more tinkering. if the devs are open for suggestion I'd recommend;
1. focus on 1 type of DMG ether make her a fully Basic DMG dealer or Heavy DMG dealer when she's in either one state.
2. Allow more application of Spectro Frazzle especially when she's on Absolution (DPS) state. so apply on intro (2 stacks), Absolution Heavy Attack (1 stack), Ultimate (2 stack), and Outro (2 stack). This is just to ensure Spectro Frazzle staks is on 100%, but not too much that it reaches 10 stacks on 100% uptime. that's for her confession (S.DPS) state.
3. the ascension of Spectro DMG Bonus is great but we dont know whether Spectro Frazzle also affected by DMG bonus or not so I'd suggest instead, the ascension passive gives the silent prayer effect (Spect resist drop 10%) on intro, entering state and outro. This to give 100% uptime and benefits both state DMG.
4. the silent prayer effect on confession state instead change her outro to deal coordinated attacks once every second for 4 seconds and each attack provide 2 stacks of Spectro Frazzle for her S.DPS Spectro Frazzle max stacks 100% uptime.
5. Her S1-S3 is great enough already. but I really hope her S4-S6 have some major changes. Here's some suggestion;
- Makes her Mirror Ring bigger
- Gives another stack/charge of her resonance skill
- Enemy in Mirror Ring reduce Spectro Resistant, Character in Mirror Ring gain Spectro DMG%
- the same as most characters 25% of either Heavy DMG or Basic DMG
- Character near Mirror Ring gains Attack% or Maybe heal over time and heal characters from negative effects.
- On both state, her 3rd Basic Attack is immediately trigger her Heavy Attack (instead of having to hold the BA button). And her mid-Air can attacks also trigger Heavy Attack on hit
a more overpowered suggestion for Sequence/Resonance Chain;
- allows Spectro Frazzle DoT to crit with 100% C.DMG (Eg: fixed Crit Rate of 30% at 100% C.DMG) or maybe follow her own CR & CDMG.
- Max stack Spectro Frazzle triggered will deal DMG on AoE and applies 1 stack to enemy hit by AoE.
- She can increases the maximum stack of Spectro Frazzle to 15 or 20? to further increase Spectro Frazzle DMG
- On Absolution state, DMG increases against Enemy with Spectro Frazzle, the higher the stacks on enemies the higher her DMG is.
- 50% of her prayers refunded/gained when initiating Ultimate.
- Faster Trigger of Spectro Frazzle DMG on enemies with each stack lasting longer and able to maintain full stack. (Eg: when reaching full stacks of Spectro Frazzle, DMG will trigger once every 0.75 seconds for 15 seconds, maximum stacks remains throughout duration and when duration ends all stacks will reset)
Than 1 month later she becomes the best character in game... 😂😂😂
The majority community fixated on "sub-DPS" and that is why u all are so confused.
Those that did not qualify as "Main-DPS", should be labelled as "Hybrid" instead.

You keep going on about how Spectro Frazzle is weak but Spectro Rover can solo 3 star the left side of the tower right now thanks to it. I've also heard that the tick for the damage can reach around 8k. Which is the same as a coordinated attack with the empyrean set. That's 8k on Spectro Rover btw. Phoebe will likely be able to achieve a much higher number. I also want to point that her signature and spectro set is 61% crit rate. You're not gonna overcap on crit rate unless you run a 4 cost crit rate. It actually lets her not have to worry so much about crit rate subs and focus heavily on crit damage instead. This makes her really easy to build because she doesn't need double crit on everything. If you do run her with Shorekeeper, you could ignore crit rate subs almost altogether.
1. Soloing left tower while left tower's buffs are entirely tailored towards spectro is not impressive
2. Coordinated attack characters trigger their coords faster than frazzle
3. Coordinated attack characters usually bring a lot more utility than just their damage

You can throw him in on just about any team, and he does fine. Encore+Havoc Rover, why not. Havoc Rover+Changli, why not. Solid A-tier, nothing amazing but never bad. Spectral Rover on the other hand is awkward, doesn't excel at any one thing. It'll be nice if he has at least one team with the new spectral mechanic, but that doesn't make him better.
its interesting how Kuro is taking on the Spectro Main DPS role. They seem to have a gimmick where they need to trigger something to make them shine. For Jinhsi, its coordinated attacks. With Phoebe, its spectro frazzle. Whereas with other elements, they can just dish out damage on their own accord. But ig its only a matter of time when new characters will utilize the new effects of each elements.

i really don't get where do you get your argument that she can't buff herself without other spectro frazzle character. spectro frazzle falls off one by one every 3 seconds with max 10 stacks, so it's 30 seconds. phoebe outro in confession increases that by 50% so around 40 seconds because the increase is for first 30 seconds. but even without that increase, because prayers are maxed out every 24 seconds , you will want to use her nuke, which is the only part that relies on spectro frazzle, every 24 seconds so she can easily have enough time to utilize her full kit herself, especially because those 24 seconds include her confession rotation when you're still in the process of applying the frazzle

Carlotta is a bit better than Jinhsi in terms of DPR, and she's stolen her best in slot supports (Zhezhi and Shorekeeper). The fact we're getting spectro damage teams soon might mean it's a push to eclipsing Jinhsi's relevancy
People should be careful not to be blinded just because Jinhsi was best DPS for quite a long time. Yes the bar for spectro is high but the circumstances are also unique

My theory is that Phoebe’s best team in the future is actually going to have Rover as the main healer and elemental debuffer. Spectro Rover shreds 20% spectro resistance at s6, which for Phoebe is far better than any buffs SK or Verina provide. So her main team is meant to be very strong (imagine when we get the last spectro frazzle dps) but difficult to manage since you can’t get hit, that is because Spectro Rover heals suck and happen only after liberation. That would explain why she has in-built teleport and 2 air-dashes, to get away and avoid dmg as much as possible. Or perhaps Zani will really have shields while also being a dps, and that would make even more sense.
Phoebe isn’t a standard dps like Carlotta or Camellya, but rather she’s akin to Changli, she’s a hybrid. You shouldn’t be judging her as if she was a dps, she’s meant to be the main pinnacle of mono spectro teams that applies dot. That team simply can’t exist without her.

Interesting video. IMO, it's still too early tell as she'll probably get some changes before she comes out, but it's nice to get an idea of how Phoebe'll work.
Personally, I pull for characters I like and I think Phoebe's adorable so I'll be getting her. If she's gonna work well with Zani, all the better for me as she's looking like my favorite character in Rinascita and I'll be getting her as well.

I think its better to have her normal atks and reso skill have Spectro frazzle stacks. than doing forte heavy atks. its complicated to do that much. also make her Reso skill have debuff spectro resistance. this will fix her
and if you wanted her to be broken and all the future Debuffer Damager . Make all the Debuff Crits (Spectro Frazzle, Fusion Flare, Aero Erosion, Havoc Bane). Thats it already fix no need major changes.

Well, she clearly has a role and she clearly is fun to play. So far Kuro delivered only fun characters. All limited 5 stars are fun to play. SO I doubt that Phoebe will be boring.
As for meta/teams and synergies its too early to tell. Remember Zhezhi? Well guess Carlotta was made for her. Same thing will be for Phoebe, there will be a character that works very well with her, not only that but I think we will see more new characters with DoT mechanics or even something entirely new in 2.0 since the 4 star craftable weapons seem kinda strange, made for future characters who prioritize elemental effects and spectro frazzle its the first effect we get for Spectro, there are Aero, Electro , Glacio, Fusion , Havoc that we are missing.
All in all I dont have Jinhshi / Shorekeeper so for me Brant/Phoebe and Roccia are a skip, not only I dont have that much Asterite but I am out of echo exp as well and rolling echoes to build a new character takes a lot of time and is a pain.
Zhezhi already had Jinhsi, and Changli hypercarry upon her release as well as Lingyang. Phoebe has nothing. They are very different

1) This is beta, her kit may change upon release
2) Even if she is not busted upon release, I trust that Kuro will release her in a state that she feels viable to play.
3) As mentioned in the video, she will likely get better overtime, as other characters with Spectro Frazzle (likely Zani) are released.
We will have to wait and see how it plays out, but... I think she will be fine.
At the very least, I would rather her not be "meta" at first and become really good later, rather than making her straight up powercreep Jinhsi right of the gate and only get stronger and stronger after. (I respect that, for the most part, thay've been able to keep powercreep in check so far while still making the new characters feel good to pull... And I don't want the pwercreep to start getting out of hand now.)
Another issue with her kit is that she needs "120 prayers" which can ONLY BE OBTAINED THROUGH TIME and will take 24 seconds (5 per second) to max out. So realistically even if she gets used with a new spectro dps in the future, you'll have to wait 24 seconds just to max her forte and enter your state (most likely designed with dps Phoebe in mind so she can nuke stuff at the end). I feel like this will most likely get a buff alongside with her spectro frazzle application cuz these two flaws limit her playstyle. But welp, only time can tell.
I'm going with a wait and see approach until after I get Zani.
Looks like both the 2.1 characters are going to be weird and don't scale the same as normal characters. That sounds amazing for a regular game buy kinda scary for a gacha game. That's a brave thing to try, but so far they've been good at balancing it

I don't understand Kuro's goal at all, they are pushing a more casual gameplay in 1.x version by removing outro buffs after the main dps leaves the field while now they are making dual dps which is a downer for how outro buff works. Like Changli and Brant and potentially phoebe and zani.
I'm just here to remind you all that before Jinshi release in 1.0 every cc said coordinated attacks suck and there is no reason for them to be in the game. All it takes is one good dps character who require one certain mechanics to work to turn entire cc community upside down. If Zani turns out to be new top dps powercreeping Jinshi which is possible with how popular she is and gacha devs like money and turns out that Phoebe is her best support then everyone will be worshiping her.
Oh no. Not the HSR route where they release units that NEED future new units to even work. I know we had this with outro buffs not working with many characters but this is an entire new mechanic...

Jinhsi isn't going to get that because she would need TWO characters to accomplish this giant task. The first character would need to heal and/or shield in addition to proving a massive skill and Spectro damage bonus and the second support she needs is a coordinated attacker/sub-dps that fully buffs her damage that ISN'T Spectro.
They should just make phoebe a subdps with spectro dmg and liberation amp....
(Might make rover spectro actually viable....)

I do not approve of this type of content at all, Phoebe is still in her Beta version and her skills kit shows in advance that she will be able to alternate between TWO FORTE CIRCUITS depending on the sequence of actions, as it is on paper, which gives her a lot of value for future compositions and at the moment she has teammates who in their DPS form on the field work quite well.
We can't look at a character's value as to how they could *potentially* be good in the future. We have to see her as she is. If she is changed for the better, I make a new video. If not, my takes stand. I will not stand and watch as kuro makes Phoebe and Zani unplayable without eachother.

Hypercarry is the most boring way to play. Wuwa is an easy game. You don't need to optimize. Just play what's fun. and clear 99% of the content with a damage dealing healer and a supporting dps cause you can.

There are so many reasons to just chill with pulling right now. We completed that amazing survey, and yet people act as if no cool characters will come out of it.
Imagine when they release for example a fire-cyborg chick that punches people with a mechanical extending arm and you are like:
"I pulled on Pheobe because she was cute, she has no synergy with 90% of cool characters that will ever get released, I must now save for the next spectral frazzle character."
3.0 will be an absolute banger when it comes to unique and powerful designs. Unless you need Brant for synergies or Zani / elf girl turns out to be really good, just save.
As a Welkin user I'm saving for S6R5 for a tanky dps that is actually good so that I can clear harder endgame content like Hologram with ease and without needing a lot of skill!!!!

Zani is likely our first limited def-scaler, but might be more of a synergistic character meant to work with certain characters.
If she is successful (very likely, with her "assets") the developers may release another defense character in 3.X.
I'm personally looking for a character where I enjoy both the character and gameplay. As long as the character is powerful enough I don't mind, but I'm sensitive to "awkwardness". My dream character would be like an aero character with graceful movements who can attack while moving around freely. A fire character with "go-go-go"-energy wouldn't be so bad either.
I try to keep an open mind, we get what we get.

You are too dramatic. I still interested in Phoebe. All she need is Shorekeeper and Rover, but I wont spend a single pull untill I try her in trial. Most important part for me is how characters feel while playing.
And btw if I loose late 50/50 most likely I just give up, because after all I have Jinshi with signa as spectro damage dealer... Her being spectro is her really biggest weakness, because she compede against Jinshi, which is by far strongest char in the game, and easiest one in the same time.
