- Maraming taong nakapanood ng maikling video ng insidenteng ito at nagtanong kung bakit tinow ng MMDA ang sasakyan sa halip na tiketan at hayaan na lang ang driver.
Ang simpleng sagot ay tsaka lang dumating ang driver MATAPOS masimulan ang pagtotow.
Ang opisyal na gabay sa towing ay hindi naglalaman ng 5 minutong paghihintay. Ito ay hindi opisyal na kortesiya lamang na binibigay ng mga enforcer sa mga driver.
Sa kabila ng ilang taong clearing operations, marami pa ring gumagamit ng mga pampublikong daan at bangketa bilang mga personal na garahe, dahil libre at madali.
Ngunit ang epekto ng pagturing sa mga daan bilang garahe ay nakakadagdag ito sa trapik at congestion, at minsan ay nagdudulot ng mga aksidente - บันเทิง

Sorry, I know I said I would try to include built-in subtitles for all videos, but this one will take awhile to write out.
Originally I was going to condense this down into a shorter clip and include it as part of the full clearing video.
But since there's a lot of people making assumptions and asking why the car was towed, I figured it's best to show the full incident, so people will understand what happened.
While many people complain about "inconsistent enforcement" being one of the biggest problems on the road, it's surprising to see all the commenters that said the enforcers should have given "consideration" to the driver.
These enforcers are dealing with hundreds of drivers every day. If they pick and choose who to give "consideration" to, that would really lead to inconsistent and unfair enforcement.
The unfortunate reality is that the same commenters who will slam the enforcers as "heartless" are also the same people that will blame enforcers for illegally parked vehicles congesting the roads of Metro Manila 🤷♂

consideration for what?! we ppl dont follow the rules unless its enforced. its a cycle that we see everyday. Her car is only being towed not confiscated. MMDA try enforcing the law in Bangkal Makati , vehicles illegally parked on bridges.

enforcing is a job that should be fair, consistent and shows no favoritism. The "begging and pleading" may make the enforcer seem uncaring and ruthless, but thats how it has to be dealt with when dealing with anything illegal and against the law. This will teach her to keep in mind the consequence should she be in the same situation again on what to do or not do. She can also warn others to not do what she had done that got her car towed.
This is the "pakiusap entitlement culture" I'm talking about in the Philippines. People think that when you plead, it should automatically be granted. If you don't grant it, people look at you like you're the spawn of satan.
Honestly, if it was me, I'd just be, "Request denied. Next time, don't park where you're not supposed to." and move on.
I think people forget that these enforcers are dealing with literally hundreds of drivers every day and nearly every driver is saying the same thing to them.
That's why it's so disappointing to see all the negative comments that people left on the short video that was posted elsewhere about this incident.
Calling the enforcers heartless, unfair, inconsiderate etc etc.
How can enforcers clear the road every day if they need to give consideration to everyone? Nothing would ever improve if it's like that.

Correct. There's no 5 minute rule in the towing guidelines. It's.juft an unofficial courtesy.
If you see LGU towing and clamping, they usually wait 0 seconds. If you're illegally parked, you get hit. It's that simple.
I have so much respect for these poor enforcers. They have much more patience than I do. There should be an additional penalty for obstruction of their duties......
Yes, just like in basketball... You get a technical call for continuous complaining! People like these should be slapped an additional penalty for over complaining and disrupting MMDA's work!

The Vehicle Owners are so abusive and entitled. They dont want to follow the rules, until they get caught and penalised. Then they want to follow but with a mulligan from their actions. And they will do it over and over. Then we complain that the government is incompetent

Well done enforcers. People need discipline drilled into them.
When they refuse to listen to what they're being told and insist on what they want or asking for. One of the most frustrating mindsets to encounter during a conflict. They repeatedly say they "understand" and seem to be reasonable, but they completely ignore the point of what they claimed to have understand and repeat their one point of argument (in this case being present at the time the towing equipment was being placed). Epitome of a fixed mindset.
A common story:
They know they are doing wrong (like parking in a no parking zone) - do it anyway.
They get apprehended, gets a ticket or get towed - start making excuses and begs the enforcer to overlook it only this time (this is the first time this happened or in a hurry excuses)
Request was not granted and vehicle is towed - start calling enforcers heartless or does not understand their feelings (also calls them useless, corrupt officials in social media comments)
Some of them also like to use the "We are just poor" card to make the enforcers pity them and not give them tickets.

Una, kahit naman lagpas pa ng 5 minutes yan or kahit umabot pa ng 10 minutes, kung wala pa yung tow truck, pwede kayo paalisin without towing. Pero siyempre, alam ko nararamdaman niyo lalopa kung first time mangyari sa inyo yan.

Haynako. Pustahan na lng, kung bigtime yang nasaktuhan nila, papalagpasin agad nila yan, kunwari considerate pero pag normal na tao, patigasan, di naman tayo sure kung ano talaga nangyari dyan. Kung alam naman natin na malinis talaga magpatakbo yang MMDA, wala sanang problema kahit ma-tow pa yan.

When they start setting up for towing, it means your 5 minutes have already lapsed. Meaning pag lumabas ka at nakita mong ikakabit pa lang nila, late ka na nun.
Hindi nga dapat usapan kung nakabit na o hindi pa, nagawa na yung violation, nahuli na nung dumating siya. Buti kung inabutan siya dun nung dumating yung towing crew.

They need a law requiring a place to park before you can purchase or license a vehicle.
There are pending bills like that, in the senate and congress.
But with the recent flip towards supporting Cities that want to convert their roads and sidewalks into paid parking, I'm not sure whether such a bill would get enough support to pass.
I would hope so, but I guess only time will tell.
