Technically, the Fifth Republic is more of a PR stunt. When countries change the constitution, nobody typically considers them to be brand new entities as long as the form of government remains republican. Hungary had a new constitution in 2011 and they even removed "Republic of..." from its name but does Wikipedia display what followed the People's Republic of Hungary as anything other than just modern Hungary? No.

      @tywinlannister8015 2 ปีที่แล้ว +25

@@erwannthietart3602 You're closer to the truth than you may think.
I'm French. The Vth Republic is the handiwork of General De Gaulle. It was tailored for his style of leadership in a time of crisis. As such the president has a surprising amount of actual power in comparison to other world leaders over the own states.
The issue is it is a crisis-era constitution made for one purpose - dealing with issues fast and efficiently when you don't have the time to really consult and come to an agreement with all the players that should have a hand in the decision process. Until the Covid that felt outdated. In Covid it shone as extremely efficient at dealing with the situation. There was just one problem. The president himself wasn't up to it.
Political opinions of the man not withstanding, he had the power to enforce all the measures he needed - yet at every turn was indecisive. I probably would have been too in his place, but the point of the comment is to highlight - when you give the executive that much power you need someone to actually use it without agonizing over it. Otherwise it's no use.
Now of course, many on the political scene fancy themselves heirs to General De Gaulle. They all want to take a shot at it and be the second coming of the general. While a strong leader like De Gaulle is what the country needs currently there are none of the current candidates have the mettle for it, but they all want to get the president to have even more powers than the constitution already allows.
Which would involve key changes in the constitution itself, which has already been revised several times under the fifth, but never in a significant enough manner to actually say "This is a whole new document - here's your Sixth Republic". Actually, most of the changes to the constitution have been made after De Gaulle's departure, and were aimed at diminishing the president's executive powers.
But even today the president still retains the ability to override much of what the senate, the national assembly, the government do. But it is not done routinely because ... French are always pissed ... and openly overruling a decision by presidential authority would have a bunch of angry French out in the streets with banners saying "Down with the Dictator, viva la Revolution."
And I'm not even exaggerating that much on that final point.

In french history class, we consider the first french republic to be over when Napoleon took over and created the consulat in 1799. The change from consulat to empire in 1804 was spectacular but didn't really change anything as France stayed France, the guy in charge was still in charge. It was really only a packaging change, with republic symbolism being removed, and empire symbolism put at its place. But effectively, the first french republic died in 1799.

Just imagine a guy in France who was born in 1779 => This dude was born and raised in a Kingdom with an absolute king, when he was 10 years old he saw the Revolution and he lived in a Constitutional Monarchy and 3 years later in a Republic. After that in 1799 when he was 20 years old he lived in a "Dictatorship" (Consulat) and then he lived in an Empire in 1804. In 1815, when he was 36 years old he lived in an other "absolute" monarchy but in 1830 he saw an other revolution and another regime with Louis-Philippe. After all that, when he was 69 years old he saw an OTHER revolution in 1848 and the birth of the second republic ! And finally, the ultimate plot twist, when he was 73 years old (1852) he lived in the Second Empire.
Conclusion=> This dude lived in a absolute monarchy then a constitutional monarchy,a republic, a dictatorship, an empire, an other "absolute" monarchy, an other constitutional monarchy, an other republic and finally an other empire...

There is a mistake at 3:13
De Gaulle actually had full powers (well not him personally but his large government that excluded only communists) but only on constitutional matters. Moreover, those powers were limited by the law of October, 3rd 1958 which forbade a presidential regime (in the new regime the government is responsible to the parliament) and instituted universal suffrage as the only source of power (de Gaulle in his 1946 speech of Bayeux wanted a room in the parliament where society is represented through a corporatist representation). And this constitution was reviewed by some (not every that's true) members of parliament and by the "Conseil d'Etat", a French court, so he clearly did not have a dictatorial power.
The only time we could say De Gaulle was granted with dictatorship status was in 1961, after a coup led by Generals Challe, Zeller, Jouhaud and Salan in Algeria (that failed). He kept the powers of Fifth Republic Constitution's article 16 for about 6 months, but only in Algeria. Afterwards, no president ever used those special powers.

@@cartooncatboy3009 I'd say it's well summarized, considering the video only lasts 3 minutes. Of course many details are absent : for instance, the 1st Republic period is too condensed, in fact the consulate was not the only regime in that specific period of time. Also at 2:39, the colonial aspect is not enough stressed on, because Algeria was not the only remaining colony at the end of the Fourth Republic, and still to this day, France owns many overseas territories (which are former colonies).
This video seems to be a fairly nice way to discover French political history, but if you want to know more, there are many books and videos available.

      4. At the head of this regime is a politician (former general) who imposes reforms.
It's true, reforms were requested a few years earlier by one of the most democratic politicians in office (the one who concluded the Indochina war).

@@thedarkholegammertdhg9255 it was more complicated. Allow me to explain.
There was a misunderstanding in the begging - formally this state was called ,,Duchy of Warsaw", but everyone didn't care and was calling it ,,Poland" (like with Polish-Lithuanian Commonwelth, which may be ,,ouch" for Lithuanians). Formally, we were in personal union with Brandenburg, but - according to _III May Constitution_ - it was legal. One of its point was, that the ancestor of Polish-Lithuanian throne should be the grandson of Stanisław August Poniatowski - Frederick Augustus, who was now ruling the Brandenburg, as Polish-Lithuanian Commonwelth was dead by 1795.
Napoleon I Bonaparte arrived at Polish lands in 1803, proclaiming ,,Duchy of Warsaw", allowing it to write its own Constitution. It was formally a French Vassal state (only point there Napoleon wanted to be), but he didn't really care. It was pretty autonomous, and from Polish (I'm not sure if from Lithuanian) perspective it looked like liberation - he defeated Prussia and Austria, occupying our country, and forced Russia to withdraw too. That's also a reason, why Napoleon is a hero in Poland.
As Napoleonic Allie, we joined his war with Austria in 1809. This victory, sometimes called ,,Smartest victory of Polish people", made us get back everything Austria took from I and III Partition of Poland (in 1772 and 1795).
Its fall was more complex - you see, Russian campaign didn't turn out to be that easy, and in 1813 he needed to retreat. He retreated to Poland, hoping it would help him, but Russian Army was stronger and defeated him. This way Poland got occupied by Russia, Prussia and Austria again, and that would last until November 1918.

Well the Fifth Republic may come into an end because the President gets too many powers. There's for example article 49:3 which basically allows the Prime Minister (which is a President puppet) to get a law passed without the Parlement voting. This Republic isn't perfect, there can be instability, as the government will rule the way the Parlement gets the majority. So if there's a left majority, the government will rule left to get its law voted. But while President Hollande (2012-2017), he got a majority in the parlement. But, for some reasons, a part of his majority became "frondeurs" (they basically stopped voting for his laws), resulting in a total absence of majority in the Parlement. So no laws could pass efficiently, and the Article 49:3 (which isn't *that* democratic) has been spamed.
I hope I made myself clear in some problems this Republic has. There are other ones but this is the most relevant to me.

We go from all the French Revolution shit and July 1789 to WWI without studying the XIXth century which is the base of modern France as much as we should (Napoleon Bonaparte and all the great things he did (in France !!), his wars and his empire, how he was defeated, the succession of republics, monarchies and empires, how France evolved in this century, etc etc.)
I had to read a Napoleon biography in order to know more about this guy who drastically changed France ...
The other KEY CHAPTER of France's History I think we don't study enough is the colonisation (also in the XIXth century ...) and the wars of independence (Indochina, Algeria) that were great and humiliating defeats for France and changed its fate. Algerian independence war ended the 4th Republic, brought back De Gaulle and gave birth to the 5th Republic.

While he was no military genius like his uncle, he was a very smart and cunning politician with a clear vision for his country, he lead France on the path of technological, social and even urbanistic modernity. He tightened the diplomatic bond with Great Britain that would prove essential during the XXth century.
Tho he is not as revered as his warlike counterpart, one could argue that he did way more in the way of building France as a modern country.

@@axelpatrickb.pingol3228 Actually this is a misconception of things.
      - First of all Napoleon III wanted a military reform (Niel law) to adapt it after the battle of Sadowa but the republicans did all they could to sabotage it as they saw an external defeat in war as a way to overthrow the empire (who was supported by a large majority of French).
      - Second of all Napoleon III declared war knowing the army wasn't ready (and him already dying by that time) but had no choice because of the internal pressure.

What's crazy to think about is that if Napoleon I or Napoleon III didn't get overly ambitious, France might still have an emperor at least as a constitutional monarchy (Napoleon III surprisingly got along really well with Queen Victoria and many in the British government).

It might not work mythologically, but you'd almost think that the national bird of France would be the Phoenix, considering its long history, repeatedly being reduced to adhes, but then arising from them, to prominence, again, and the sheer number of their rulers who have had the same name, but five is still a lot, especially considering how much of French history this doesn't include (everything before 1793?) Still, despite the many memes, and jabs made at their expense about how easily France is defeated, it seems like quite the achievement to still be there, as they are, as they were, and to still have the degree of power they currently do.
