Make sure your game is in the latest version, you need to download latest patch. In the game itself, play through the prologue until receive the camera function. Through this camera, you can equip the outfits.
Firstly check which region your game is(should be specified on the back of game case, can be Asian, Japanese, North American etc). From there play the game with the psn account that corresponds to the game's region, visit the ps store from there, search for the dlc and download. To get access to the dlc in-game after your download via ps store, in the game you must unlock the camera which grants your ability to change outfits. Make sure your game is up to date as well. The change costume option is with the camera. In camera mode, select change costume. If you select the option and there are no costumes, then it might be because the DLC you download is not compatible with the region of your game. Do you have a physical copy?
I don't think you can "delete" a DLC, but I know you can redownload.
