I believe that this is a version of Dinah from another universe where the the Justice Society of America are this world's Justice League.

Hope they use the same actor for her for E01 counterpart as well as a similar design(at first I was so-so about it, but later on appreciated it).
Black Canary did not have her sonic power until she moved to Earth 1 in 1970, She was never in the JSA during WWII
True, very, very true. However, as I understand it, the DCEU, now including animation, is an interpretation out of continuity of the DC Universe. It is based on DC characters, yet not necessarily bound by their continuity stories. It is like the Elseworld's series of the 1990's and early 2000's.
