Well it cools by a few degrees thats why they do it, and japanese green tea is sensitive to high temps. 3 to 4 steeps regular temp, I do a 4th or 5th steep with boiling water to get the rest of the nutrients for health benifits. Also its better to just get a electric water heater where you can set exact temperature
After the water has been heating the cups and then gets poured into a cold pot for brewing the temperature has to be way lower than 80 degrees. I thought you wanted to brew in 80 degrees?
I am wondering is there any reason of the alternate pouring into the two cups, like pour one third to cup A, and then same amount into B, then cup A again, repeated until both are full. Is it to keep balance or something?

Yes, that's exactly right. Doing it this way evenly distributes the flavour of the tea between the two tea cups
How much water though?
In this demonstration, we used 7 - 8 grams of loose leaf sencha to about 200ml of water.

15 seconds for second infusion and 30 seconds for third infusion same temperature as the first one, most say 70° Celsius
