The cost of preventing a failure should be less than the cost of allowing the failure to occur, else it will make sense to just wait for the failure to happen and respond to it (because it is cheaper to do so)

Why the cost of conformance shd be less then cost of non conformance ?
I believe it’s ok to spend the money to maintain quality rather then rework .
