You have currency that is damaged and have 51 percent of it you should be reimbursed since the paper and ink is worth nothing and it's currency that has a value. They are not matching up 49 percent of a dollar for 2 percent of a hundred. There is little to no scam going on. If your cash is completely burned like they showed you aren't getting reimbursed.
