I might be wrong but I think that's Jean-Jacques Dessalines, a former officer of French army who became a leader of the Haitian Revolution and the first ruler of an independent Haiti under the 1801 constitution, initially as governor-general, he later named himself Emperor Jacques I of Haiti. The other black guy is Idi Amin - but I'm sure you already knew that.
