It's worth noting that Pakistan doesn't even owns most of the technologies inside the missiles in their own inventory. [I tried my best to explain it in simple language, hope you enjoy it!] So here's some of the missile technologies Pakistan lacks… Turbojet technology - Although this tech is present inside their cruise missiles like Babur, Ra’ad. Pakistan doesn't have technology to create Turbojets, because if they had it, they would have made Turbojet powered UAV/ Drones 15 years ago. Even today, after 14 years when Babur Cruise Missile was first test fired, Pakistan still do not have any small drones powered by Turbojet. Turbofan technology - Turbofan engines are more efficient than ‘gas guzzler’ Turbojets. The use of Turbofans allows Cruise Missiles to cover more than 1000 km, and as far as 2500 km. Pakistan ofcourse don't have it, coz Babur and Ra’ad with Turbojets can cruise for 750 km and 350 km respectively. If a country masters their own Turbofan technology, they can easily create their own Turbofan-powered passenger / transport planes like USA, Russia and France producing their own. Ramjet Technology - Well, Pakistan don't have any Ramjet technology, which is an air breathing engine primarily used to push a cruise missile to supersonic speed. Scramjet Technology - When Pakistan lacks Ramjet Technology, it would be idiotic to claim Pakistan even have Scramjet Technology. Flex Nozzles - Pakistani Ballistic Missiles doesn't have flex nozzles for thrust vectoring, this is why they use actuators to move their fins on their ballistic missiles to control/ change their direction. Flex nozzles are basically those nozzles which can change the direction of thrust. Main advantage of Flex nozzles is, it removes the need for fins in ballistic missiles. Type of Actuators - Pakistani ballistic missiles uses the vintage electromechanical actuators to steer the fins/ canards. While the world uses compact pneumatic actuators in their guided missiles. While some foreign missiles uses more advanced electromagnetic actuators for moving the fins/ canards of missiles. Cannister/ Silo Technology - Since Pakistani Ballistic Missiles uses large fins and canards, it cannot be cannisterised. Only those Ballistic Missiles can be stored inside Cannister/ Silo that uses Side Thrusters and Flex Nozzles for Thrust Vectoring or even Foldable Fins. None of the indigenous Pakistani missiles even have the basic folding fin technology. Flight Control Computer (FCC) - Pakistan still uses large vintage FCC in their ballistic missiles. This explains why they still can't create their own Surface to Air or Air to Air (SAM/AAM) Missiles etc. which requires advanced miniaturised FCC. Propellant - Pakistan uses comparatively low performance index propellant inside their missiles. The reason why their ballistic missiles are heavier yet low in range. For instance, Pakistan's Shaheen II with 2500km range have 25,000kg weight. While, India's Agni IV with 4000km range have only 17,000kg weight. This was possible due to usage of high performance index propellant. Missile Seeker Technology - There's two types of missile seeker, active and passive. Seekers are used in guided missiles to detect targets during mid-flight and direct the missile towards its target even when the target is moving. Pakistan don't have any seeker technology. The reason why they can't create their own ATGMs or SAMs or AAMs. Airframe - Pakistani ballistic missiles airframe are made from maraging steel. Which contributes to heavier weight of their ballistic missiles as opposed to combination of maraging steel, advanced alloy and composite airframes used in modern missiles to lower the weight and improve the performance. Pakistan is decades behind when it comes to advanced metallurgy R&D, so it sticks to importing Maraging Steel from China. Stage Separation Mechanism - Pakistan uses a classic vintage missile stage separation tech on their multi-stage missiles like Shaheen 2, 3 and Ababeel. It comprises of visible zig-zag narrow steel rods between the stages. And the type of separation mechanism used here is “Hot Separation”, where the upper stage of the missile is ignited first and the force from the thrust generated breaks the joints of the zig zag steel rods. The main disadvantages are, it increases the length of missiles, and prone to pre-mature separation/ breaking off when enduring too much G-Force. Modern Ballistic Missiles uses smaller, efficient and more reliable soft stage separation mechanism, where the bottom stage is separated first by using tiny pyrobolts, and only after then, the upper stage is ignited. Conclusion - The above points are just tip of the iceberg on the missile technologies which Pakistan lacks. Pakistan is nowhere near US Missile Technology, although they do own some sophisticated technology missiles which are directly imported ofcourse. Pakistan don't even have a semiconductor industry which are a must to create processors, system on Chip (SoC), Transmitter Receiver Modules (TRMs) which are used in Guided Missiles and Radars. Meanwhile, Pakistan's rival India has made significant advancement in indigenous Missile Technology on miniaturised flight computers, different types of composites, light weight alloy, gallium arsenide, gallium nitride, high performance index propellants, missile seekers, pneumatic actuators etc which enabled India to create their own indigenous ATGM, SAMs, AAMs, ABMs, ASMs, AShCM, Cruise Missile and other highly advanced Ballistic Missiles, including SLBMs.

Pakistan largely uses vintage technology inside their missiles with few modern technologies. Forget us , Pakistan's Missile technology is even worse than North Korea. It's worth noting that Pakistan doesn't even owns most of the technologies inside the missiles in their own inventory.
[I tried my best to explain it in simple language, hope you enjoy it!]
So here's some of the missile technologies Pakistan lacks…
Turbojet technology - Although this tech is present inside their cruise missiles like Babur, Ra’ad. Pakistan doesn't have technology to create Turbojets, because if they had it, they would have made Turbojet powered UAV/ Drones 15 years ago. Even today, after 14 years when Babur Cruise Missile was first test fired, Pakistan still do not have any small drones powered by Turbojet.
Turbofan technology - Turbofan engines are more efficient than ‘gas guzzler’ Turbojets. The use of Turbofans allows Cruise Missiles to cover more than 1000 km, and as far as 2500 km. Pakistan ofcourse don't have it, coz Babur and Ra’ad with Turbojets can cruise for 750 km and 350 km respectively. If a country masters their own Turbofan technology, they can easily create their own Turbofan-powered passenger / transport planes like USA, Russia and France producing their own.
Ramjet Technology - Well, Pakistan don't have any Ramjet technology, which is an air breathing engine primarily used to push a cruise missile to supersonic speed.
Scramjet Technology - When Pakistan lacks Ramjet Technology, it would be idiotic to claim Pakistan even have Scramjet Technology.
Flex Nozzles - Pakistani Ballistic Missiles doesn't have flex nozzles for thrust vectoring, this is why they use actuators to move their fins on their ballistic missiles to control/ change their direction. Flex nozzles are basically those nozzles which can change the direction of thrust. Main advantage of Flex nozzles is, it removes the need for fins in ballistic missiles.
Type of Actuators - Pakistani ballistic missiles uses the vintage electromechanical actuators to steer the fins/ canards. While the world uses compact pneumatic actuators in their guided missiles. While some foreign missiles uses more advanced electromagnetic actuators for moving the fins/ canards of missiles.
Cannister/ Silo Technology - Since Pakistani Ballistic Missiles uses large fins and canards, it cannot be cannisterised. Only those Ballistic Missiles can be stored inside Cannister/ Silo that uses Side Thrusters and Flex Nozzles for Thrust Vectoring or even Foldable Fins. None of the indigenous Pakistani missiles even have the basic folding fin technology.
Flight Control Computer (FCC) - Pakistan still uses large vintage FCC in their ballistic missiles. This explains why they still can't create their own Surface to Air or Air to Air (SAM/AAM) Missiles etc. which requires advanced miniaturised FCC.
Propellant - Pakistan uses comparatively low performance index propellant inside their missiles. The reason why their ballistic missiles are heavier yet low in range. For instance, Pakistan's Shaheen II with 2500km range have 25,000kg weight. While, India's Agni IV with 4000km range have only 17,000kg weight. This was possible due to usage of high performance index propellant.
Missile Seeker Technology - There's two types of missile seeker, active and passive. Seekers are used in guided missiles to detect targets during mid-flight and direct the missile towards its target even when the target is moving. Pakistan don't have any seeker technology. The reason why they can't create their own ATGMs or SAMs or AAMs.
Airframe - Pakistani ballistic missiles airframe are made from maraging steel. Which contributes to heavier weight of their ballistic missiles as opposed to combination of maraging steel, advanced alloy and composite airframes used in modern missiles to lower the weight and improve the performance. Pakistan is decades behind when it comes to advanced metallurgy R&D, so it sticks to importing Maraging Steel from China.
Stage Separation Mechanism - Pakistan uses a classic vintage missile stage separation tech on their multi-stage missiles like Shaheen 2, 3 and Ababeel. It comprises of visible zig-zag narrow steel rods between the stages. And the type of separation mechanism used here is “Hot Separation”, where the upper stage of the missile is ignited first and the force from the thrust generated breaks the joints of the zig zag steel rods. The main disadvantages are, it increases the length of missiles, and prone to pre-mature separation/ breaking off when enduring too much G-Force. Modern Ballistic Missiles uses smaller, efficient and more reliable soft stage separation mechanism, where the bottom stage is separated first by using tiny pyrobolts, and only after then, the upper stage is ignited.
Conclusion - The above points are just tip of the iceberg on the missile technologies which Pakistan lacks. Pakistan is nowhere near US Missile Technology, although they do own some sophisticated technology missiles which are directly imported ofcourse. Pakistan don't even have a semiconductor industry which are a must to create processors, system on Chip (SoC), Transmitter Receiver Modules (TRMs) which are used in Guided Missiles and Radars.
Meanwhile, Pakistan's rival India has made significant advancement in indigenous Missile Technology on miniaturised flight computers, different types of composites, light weight alloy, gallium arsenide, gallium nitride, high performance index propellants, missile seekers, pneumatic actuators etc which enabled India to create their own indigenous ATGM, SAMs, AAMs, ABMs, ASMs, AShCM, Cruise Missile and other highly advanced Ballistic Missiles, including SLBMs.
