The 1936 in the sky was reportedly a typo though, so I’m not entirely sure how that works with the name (unless it was intended to look like both 1936 and the actual words?).

I mean you had American cars, movies and the Columbia records studio in Japan as late as 1940. A 1940 National Geographic article shows much American influences in Japan, style cars, gas stations, buildings and copying of American moderne architecture. Its more likely this cartoon is WW2 era and likely predated back to 1936 using a cruder more 1930s animation style than say Momotaro which is very 1940s (Soldiers of the East).
