If I understand your question correctly, Usually the last heel lands on "3 &" Or end of count 3. So you'd bring your feet together on count 3 and lower down to the heel right after.
yes, you understand the question - thanks for clarifying it for me ... so the 'toe' lands on 3 and the heel follows on the & ... i'm going to have to practice that to get it smooth (pardon the pun) because the next measure's first 'heel' lands just a half a beat later on the "1"
