For CoIC haters: Towers are picked based on how good they are in every way (gameplay, design, creativity). The staff can decide and agree on something that's in the whitelist, however, the staff pick towers based on how good they actually are and not their personal opinions, neither bias. It turns out they thought this was better for the game than CoOTWI. But, towers aren't picked based on just how good they are. They are also picked based on if they feel different than others or not, and CoOTWI clearly has gameplay that had already flooded zone 8. Most people wouldn't want zone 9 to be an exact replica of the previous zone. This is a big reason this citadel was picked. If you personally prefer CoOTWI on its own, that's fine, but this citadel is generally better for the actual game. I was rooting for the yet again updated version of ToRES, but, who knows, maybe ToVITE is a smarter and better decision And the reason ToPTW didn't get in is because the recovery obbies are randomised even if they have purposely varying difficulties, making recovery harder or easier based on pure luck. The tower building + submitting wiki literally says that towers should NOT have luck based gameplay, mechanics or features in any way.
