I watched a few interviews with Ross Hull, JoAnna Garcia, and Jodie Resther who said that it was indeed non-dairy creamer mixed with glitter dust, but JoAnna Garcia said they later used Carnation instant milk. She said one was flammable and one was not, and it was because one of the actors threw too big of a handful into the fire and it flamed up really high, so they switched to a practical effect. There's times on screen where you can see this where there's an instant reaction with the dust, and other times there's a slight delay where she said the effects guy turned up the propane.

my problem is creamer would burn up before it hit the fire. We see multiple times where the fire only surges after it lands. The fire surge is a practical effect, not burning if the dust. It’s like that olympic torch they ‘lit’ with a flaming arrow.
100% the fire surge is a practical effect with feeding more fuel. I think like 80% of the creamer and other additive would burn quickly, a decent amount would get caught in the rising heat wave and go up....
