If you tera into your stab type (like tera ice kyurem) your stab goes from 1.5x to 2x, and if you tera into a type you arent then you keep old stabs and get 1.5x stab on your tera type.
Yes you get stab on any type you terastalize into. If you terastalize into a type you already are then the stab boost for that type becomes ×2 instead of ×1.5.
Oh and tera blast is a special normal 80 bp move without tera and turns into the type you tera into and is physical if your phys atk>special atk and special if your special atk> phys atk
