Okay, story time. For like 15 years, my only exposure to the Sonic series' music was via Sonic 2 for Game Gear (packed in with that one MLB game in a bundle) and the 'true' Sonic CD OST as sent to me by some rando back in the day on AIM. So, for a decade I confidently (and incorrectly) assumed this was, like, _the theme_ of Sonic. Y'know, that one reoccurring song that would find its way into every game, kinda like how Mario has the Underground theme (or 1-1). I later learned that said tune appeared virtually nowhere else. Whoops.
It's kinda funny how Sonic doesn't really have a theme, unlike Mario. There's the title music from Sonic 1, but a fair bit of games don't have that music in any way, and it doesn't really _represent_ Sonic, at least the modern Sonic. There's also the Green Hill theme to some degree, but again, many games don't have that theme and it doesn't represent Sonic either. Mario's 1-1 doesn't really represent Mario either but it's a lot more closely tied to him than GHZ is tied to Sonic (perhaps because of how much Sonic games have changed with time compared to Mario). And of course there's It Doesn't Matter, but that's more of a theme for the character than a theme for the game franchise (and besides, It Doesn't Matter never really stuck as Sonic's theme after SA2, only appearing in cameos and the like).
I'd consider his theme to either be "Theme of Sonic the Hedgehog" (Sonic 1&2 title theme) or "Sonic - You Can Do Anything". At least for classic Sonic. Sega probably thinks so too, as it's in every Sonic racing game and in the trailer announcing Sonic and Tails for Super Monkey Ball Banana Mania.

See this is called Green Hills zone, and the one in the other games is called Green Hill Zone, this is clearly a different zone from Green Hill, since it’s called Green HILLS, with and S, so therefore Green Hill Zone and Green Hills Zone aren’t the same.
