The RM200 charge in petrol station is a normal thing. It's a pre-approval transaction to ensure you have sufficient balance (or credit limit) before you start refueling. The balance will be credited to your card (including international cards) but the process may take several days. The obvious reason why the system works this way is because they don't want people to refill RM120 with a card that has RM10 in it.

Clarify with your bank if it's not returned.
Lesson learn. It is normal to get refund in your bank within 1 to 2 months, at least 1 month next account statement after using credit card at fueling machine. Use cash if you want the instant return for full tank amount. To avoid this unconvenience, use credit card at counter with exact amount.
oh I'm so excited, I'll be staying at Aloft after Christmas and it looks amazing! I was also in Langkawi 3 years ago and stayed at the resort across the road by the beach and was also very good! You should check your account statement and contact the bank for your refund. Honestly its more of the bank messing up than a scam. Whenever you initiate the card payment on terminal and its approved, RM200 is deducted on the spot regardless if you proceed with the transaction or not. It's a standard procedure set by the banks. Reason being, as you use the card before filling the tank, the bank don't know how much to charge and hold some amount as "guarantee" money. Usually it took less than a day for the RM200 to be returned to your account and they will charge you for the fuel. Some banks don't even alert or notify you of this but you will see this transaction on your bank statement. Credit/ debit card will also be decline if the balance is less than RM200. Source i'm a local who only use this payment method exclusively whenever i fill up my tank.

Gas stations here in the US sometimes do that deposit thing too. As soon as you run the card they put a "Pending" charge on your card as a deposit. When you complete the gas transaction they charge you the actual price and purge the "Pending" transaction. Not sure why some places do this, but...?

Usually if you use the credit card at the pump by default it will debit rm200 from your card limit and after finishing pumpiing say rm10 the credit card company will release back the rm200 and charge rm10. It is better as a foreigner to use the credit card at the cashier inside the shop and tell them you only want to pump x amount and they will swipe the card accordingly. For motorcycle few bucks will be sufficient and usually in cash

We Malaysian have always had the Rm200 preauthorisation fee and it’s not a scam. That’s just how it is you will get your money back and in fact look closely it’s only using up your credit card balance and there shouldn’t be any actual charge

Check your card monthly statement. I believe it's not being charged. That's why u dont see any refund. The station will only charge the amount u filled up. RM200 was just 'floating' at that time.

I can't type the link but just type 'mymesra complaints' and you'll get to the official website. Do lodge the complaint as this shouldn't be tolerated and should be clarified.

Preauthorized amount wouldn't be so much more than the actual transaction amount. It may be a little bit more than the current exchange rate but definitely not 200% more. On top of that, it would update after 2-3 business days. Mine always update within 24 hours. So no, that BS is just BS.
