Correct article 42 of the Hague regulations regarding the use of force against an occupation force when all other options are closed to them. Israeli troops killed well over 2,000 Palestinian civilians in the last three Gaza conflicts (2008-09, 2012, 2014) alone. In 1967, Israel established two settlements in the West Bank: Kfar Etzion and East Talpiot; by 2017, Israel had established 237 settlements there, housing approximately 580,000 settlers. Israel applies Israeli civil law to settlers, affording them legal protections, rights, and benefits that are not extended to Palestinians living in the same territory who are subjected to Israeli military law. Israel provides settlers with infrastructure, services, and subsidies that it denies to Palestinians, creating and sustaining a separate and unequal system of law, rules, and services.

Pardon me if I’m remembering wrong, but early on, when I was researching the accuracy of the Gazan mortality numbers in previous conflicts, one of the reasons they gave for the accuracy was the death counts went through the hospitals with Al Shifa as the main collection hub before the numbers were sent out of Gaza to the PA. This might be a more literal interpretation of destroying evidence. They want to make sure that getting an accurate count on the number of dead after they leave as hard as they possibly can.
It's definitely an intentional tactic. The number has been stalled out around 30,000 for the last 2 months, even though we know many more people are dying, because the counts come through the hospitals, and the health system is too fragmented to be able to keep accurate tallies. It's why they're going after hospitals so rabidly. They don't want the world knowing the true count until it's too late.
