Answer to your Tijuana question: Mexico's president AMLO increased minimum wage nationally but the border states' living expenses are the highest in the country due to proximity to the U.S. This is all part of his policy slogan "Los Pobres Primero" to help those in rural parts of Mexico or those who are in poverty to be able to live
