I'd ideally like to be able to do the equivalent of pxebooting the router and pulling it's configuration from a remote host, not in the same LAN/VLAN as the router being net-installed itself. If this is possible documenting how would be good. If not it would be a nice feature.

use qemu user variant in container with veth pairs,
second pair will go to linux switch with some vlan id
Can netinstall-cli be used on Mac via a VM or Docker do you know? If not, do you know of alternative way if you only own a Mac?
If you bridge the macOS-hosted Linux VM, there's no difference to a dedicated Linux host regarding networking so yes: it will work.
Can Netinstall be used to keep the existing config and just remove the existing password?
