Impossible, the move on block is only -14 and hellsweep is a lot slower than that. Hellsweep will only float if the opponent presses something in that situation.
Punishing -15 is difficult. The best you can do is to try and perform the attack a bit sooner. You can't buffer the input, so you have to learn exactly when the block stun ends so you can do it quickly.

You missed heihachi's new move b+3, 2 as a 14 frame punisher, it's +8 on hit. Other than that, great video
