This is according to the style of each artist. For me, I do the thing that I see most appropriate.. Sometimes I start with the eyes and sometimes with the eyebrows.. See what is appropriate for you and what is the best method for you and do it

The oval represents the distance between the eyebrow to the tip of the head from the side. When we place it, it makes it easier for us to see and determine this distance.

Now My highschool(I'm 50 y/o) teacher showed us and encouraged us to use circles but not in this way , I cant remember the name Annon? method , something like that. Anyway, I just used features of the persons face to add lines and build a partial grid and then move from there.
If you practice drawing every day and make a large number of sketches per day, your drawing will develop greatly in just one month. And I paint in many ways. Just sketches You don't have to do shading in order to be able to draw a large number

The Loomis Method is not hard to understand, but sometimes, some artists should give proper proportions because I see where you put the proportion lines for the lips but I have seen a lot say put them in the middle of the eye instead of near the corners as you have done. I end up with huge lips and struggle to get the facial features correct. Proportions are everything. Simple is the best. Glad to see you put them in the right place.
The proportions differ according to the perspective of the face. We must look at the face well and study it well, no matter how we draw it. Well done and you are welcome
The Loomis method gives you guidelines for a standard face, but people’s faces are usually not standard, so it’s important to pay attention to the individuals proportions. It’s something I tend to struggle with as well, especially with young females like in this example.

what's the purpose of the small inner circle? I've noticed people use it to also fix the position of the nose and hairline, but in this case not.
It basically represents the cavity between the end of the eyebrow to the tip of the head on the lateral side of the skull
and what about hair line and nose line position?

I think if you do just for fun and a little likeness you use lumis method..but for hyperrealistic you use grid method
