The Sami people (also Sámi or Saami), are an indigenous Finno-Ugric people inhabiting the Arctic area of Sápmi, which today encompasses parts of far northern Norway, Sweden, Finland, the Kola Peninsula of Russia, and the border area between south and middle Sweden and Norway.

Samer) - малочисленный финно-угорский народ; коренной народ Северной Европы. Скандинавы называли их lappar или lapper, русские - «лопари», «лопляне» или «лопь», от этого наименования происходит название Лапландия (Лаппония, Лаппоника), то есть «земля лопарей».

I’m wondering if it’s home made… Rectangular profile tool steel stock, red heat to bend the neck and give it a crank, needle file to hollow the inner profile, flat file to bring the outer profile to a ground edge then heat treat and temper? Alternatively, Flexcut do a series of palm gouges (including a version with interchangeable blades) and they do micro gouges which should work just the same.
