This is also why the regional fuel tax SHOULD NOT BE REMOVED in favour of congestion charges or tolls (both of which hurt poor families more than rich ones). This is also an engineering issue with the tracks not designed to allow the required expansion/contraction (most likely due to cost cutting) as other countries run trains in these weather variations. Far as I'm aware the supply and return power are both overhead, if a continuous link is needed between expansion joints on the rails a cable bonding link could be fitted to allow for movement. Not that hard or expensive, we have used a similar system for years on commercial and industrial building sites for cable containment trays and ladders. This should be a non issue. China has a train that lays up to 2000km per day with only 7 staff. Here it takes 5 or more workers up to two days just to fill in a pot hole. Dornwell Rd, Mt roskiill, it took two nights just to paint triangles on the speed humps
At brought in the petrol tax to pay for tranfport. Our roads are in a discusting state or disreapear. How would they fair if yhey were biund by the nz health and safety laws. Also the tax doesn't just cover our petrol. Everything that is transported by road is affected meaning we have to pay more for everything we buy. Food is the biggest concern
And yet they can put speed bumps literally everywhere. All that asphalt would be better used to fix potholes. Anybody remember asking for speedbumps that'll gut the underside of the average car? I've stopped going to certain parks now because I don't want to destroy the exhaust or oil pan in my stock standard Corolla station wagon.

Even in the Canadian Rockies under harsh weather conditions track maintenance is done around the train services to keep trains running.
