Bandai can't ask artists to make cool designs because it's outside the contract with Toei.
It was revealed on an interview that Bandai wanted to make, in their words, a "video project" with Toei, but they refused. This supposed "video project", I'm 100% sure it was an anime, but like I said, Toei said no and now we, at least, have 6 different manga to compensate.
