Context: This video represents the story of Bihar State election 2015.
After 2014 National Victory, as PM Modi's BJP was winning every state election in a wave and was coming strong also in Bihar Elections.
The major regional rival Parties of Bihar RJD and JDU forms an alliance in order to stop BJP&Modi to win Bihar polls.
Out of desperation, the RJD and JDU are willing to co- alliance with opposite ideology leaders as well.
Result: RJD- JDU alliance forms a comfortable majority and JDU supreme leader Nitish Kumar becomes the CM of Bihar.
Later, JDU Nitish Kumar ditches his allies and joins hands with BJP&Modi and thereby forming alliance with BJP, Nitish again serving as the CM.

Being from the country where this belongs to, let me explain.
It's a political cartoon favouring Indian prime minister and makers basically plagiarized effects from various popular cartoons. The reason why it got so many views is that most Indians get this as recommendation (and they've nothing to say about this, so less comments wrt views)
