This is actually a plot point in Wicked! The Animals (capitalized) are people and can talk, but the animals (lowercase) are pets and livestock and cannot talk.

I agree with the caveat being that Courage is a blurred line since we as the audience see him as a person he can talk to us; Him being the main character gives him this ability to be both.
I’m not sure if you are aware but there is a spin-off of Blues Clues called Blues Room where Blue can talk but only when she’s in her special room Although this still ties into your theory that only those who aren’t seen as pets can talk. When Blue was in her room she was seen behaving more human like along with her play-mates compared to when she’s behaving like a puppy back at home with Joe who was the owner at that time.
Im gonna add in here, Tom and Jerry can talk in some episodes like, The Lonesome Mouse, Quiet Please, and the Tom and Jerry Movie (90s version) but there mostly mute but can communicate through facial expressions and body language
I like the pets can't talk theory, but if I could make an addition. Take Garfield and Odie or Stewie and Brian (in the early seasons). They can understand each other, and most of the dialog is between each other (for the audience). I think it's because the other characters just don't put merit in their words. If a dog or a baby makes noises at you, you'd probably just nod and pretend to know what they were saying

Tom and spike from Tom and Jerry can speak despite being pets and the same goes for Tweety and Sylvester from the Looney Tunes,also the reason Scooby can speak is because he’s an Anunnaki(an ancient god)
I think the reason Goofy can speak is because even though he’s a dog he’s still able to stand on 2 legs and walk like a human so this makes him partly human even though he isn’t completely one this also has to do with anthropomorphism witch means a character has human characteristics so being an anthropomorphic animal means your part human and part animal and that’s probably why Goofy can speak and Pluto can’t also I assume that another reason is because even though some animals walk on 4 legs and can still speak is because that in they’re world some animals can speak and some can’t and it’s just the way things are in my opinion.
You are right they do act like humans. My main question for this theory was why did it continue the years after the technology over the years made it easier to give every animal a voice. Your point of view makes me want to answer more questions. Why can Goofy walk on two legs and Pluto can't. Why is Goofy able to have a family? Why is there a whole universe of Dogs like Goofy in the movies with him and max? It could be a matter of different species of dogs for this universe. I like the way you think. Winnie the pooh characters, We bare bears characters, Madagascar characters and kung fu panda characters can talk but not Tom and Jerry and Snoopy because they considered pets.

I agree. I have seen the spin off show but it is not really talked about so i left it out.
Blue's Room was about Blue's independence and that she could take care of herself without any adult human help
