If you don't have furina i don't think it will hit that hard cuz i tried it at my friend's acc with her sig weap, she hits 130k for skill dmg and 10k for basic atk :)
As I said at other video. Navia *is* strong without even leveling everything. Mine did like 20-30k dmg with "meh okay" artifacts at 20 lvl with Wolf's Gravestone, without leveling any talents (because I couldn't). This character is broken. I literally use her to defeat Coppelius to get second ascension to lvl 40/50.

Your Navia is better than my Navia at level 90, with signature weapon- one tip though, Navia does batter with around 70% crit rate so that her gun crits more often. He gun not doing any crit damage is pain

Crystalize everything using ninnguang, albedo, zhongli or geo traveler. Hold down her E to suck up crystal shards and aim for high dmg. Her bullets [up to 6] do tons of dmg. There's a video online that tells you how to build her for ideas and how she works in depth. The video is 'navia C0 4* weapon' or something like that. It's by gacha gamer
(Late reply) It depends on who's playstyle you like more. Navia's really fun with the whole bomb and shooting mechanic, and raidens great for ER, but id say navia is pretty strong and deals a ton of damage. But raidens great too! But i think Navia :33
