Tougher Times cause the chance to block tends to protect more overall than the guaranteed timed block but against Mithrix I'd probably go with Safer Spaces cause if you play it right Mithrix doesn't land many hits in quick succession and the guaranteed block provides a lot more security than the chance to block.
Tougher times provides more overall defense but i prefer safer spaces because it can be used to open void cradles and blood shrines without taking damage, as well as being able to negate fall damage.
Tougher Times is probably the better choice for general damage reduction on it's own especially in cases where you are recieving rapid low damage single attacks/effects like templar's bullets or burn. However I would argue that with an effective Blast Shower build Safer Spaces can be equally reliable in the late game with just one. It depends on the run/playstyle and I think the closeness of the poll reflects that

You're exactly right. I'm dumb for not even mentioning the mithrix fight. I'll make sure to do that in my next poll video!
Take in acount that mithryx steals safer spaces so like if you have 30 40 stacks not that usefull
