    While the Delphi technique can be used in very practical ways, it is also used to manipulate & coerce. The most common example we see with this is in the local government sphere, where 'community consultation' is sought whenever planning rule changes are proposed. They'll pretend to let you have your say and take input during the 'consultation process'. In reality, the experts they've paid to give them the advice they want will overrule any community concerns and the council members will justify ignoring their constituents by claiming to be following 'expert advice'.
    It's an insidious technique in the wrong forum, and people should be aware of when it is being used against them.

    I have few concerns.
    What is Alpha technique?
    How is this method is related to predicting the future or foresight? I mean I see it as a good approach for every field of study.
    And it is my first time to hear about Latvia! I am surprised that I didn't know it before. Very beautiful.

    I would have thought that step 3 should precede step 2. How do you identify your "experts" before you have defined your problem? Surely the problem must be identified and defined, before approaching appropriate experts that can help you with your specific problem.

      Identifying the problem is different from defining the problem. Whereas you identify (or name) the problem likely before even starting step 1, you define the problem by writing out the context, pinpoint the impact on the project/overall business, identify gaps. Probably other things too.

    Is this mandatory to have multiple round ? I have gather expert in digital transformation within companies and the first results respond well to my thesis research. But I'm afraid that people think that I did not take this seriously ...
