I think coloured eyeliners aren't tacky, as long as you don't wear a blue liner on a blue dress. Specially if you have deep set eyes, always good to use black or brown on upper eyelid, nude on the lower water line and blue or turquoise on half of lower lash line. Wakes up the eyes instantly. Of course, play the lips down. Though in general, agree with the other points. Cost/ wear is a brilliant idea ❤
