I have the same bike, i chopped those pipes off, wrapped them, and slammed 3 inches in the rear, put lights inder it, redid all the lighting and took the air boxes off and put spectre open air filters on it. Its been mistaken for a harley a few times.😂 it is very loud.
The idle is the only adjustment I have made. The guy I bought it from had the carbs rebuilt and I have not adjusted them any. It seams to run well as is but may backfire a little more than it is should. I like it the way it is.
Gotta love the loud pipes -- I have a '98 Vulcan 1500, too. What year is this one? It looks newer than mine. I'm trying to figure out what the top gauge is (on the handlebars). Mine just has one speedometer on the tank. Otherwise nearly identical except I don't have the rack on the rear fender. Nice!

There is a hose on the right side under the carb. This injects fresh air into the exhaust and makes a pop. Stick a marble in it.
