I always wondered... what is the meaning of a number (example: 12) next to a signal (15:46) ?

A number next to a flashing green signal indicates the maximum permitted speed from that point (x10). So in this case it is 120 km/h max.
Another option is a number next to a yellow signal: that means that you have to reduce speed to the limit that is shown by the number (x10). You have to reach that speed before the next signal, which will show a flashing green signal with the same number next to it, like what you see at 15:46.
Most of the times this is used for junctions that can't be ridden with the local maximum track speed, but in this case it is not.
