True, Turks and Mongols are ethnically different, but steppe confederations/nations were not organised based on ethnicity but a common culture and lifestyle. For example, the Turk confederation (Gokturks) were mostly Turkic tribes, but Mongolic tribes were also a part of the nation, like the Tatars and Khitans, who in that time lived in the northeast of Mongolia. Being a part of the Turk confederation, they were also Turks. Likewise there were many Turkic tribes who were a part of the Mongol confederation, and thus were Mongol.
