Yes there's a permanent duty officer on there as a super officer.

Yeah when I train quickly, I get red signal after every 4-5 times

something that works for me is speeding it up after I exit the building, don't speed up while you are in the troop building
so after you tap on train, you exit that building then tap on the building, then speed it up

That easy more tents and high level but who care this game is so dumb now am loving playing war and order way better game and dont have to speed all you time rebuild troops you loss in wars and game so far has no bugs
