That’s a felt pipe reliner system. The blue part is a resin soaked tube of felt. It’s a great way to prevent root intrusion in older plumbing wastewater pipes. Whether it’s cast iron, clay or misaligned plastic, relining is a real money saver versus digging up or demoing pipe.

6:30 This definitely isn't a " pipe steam cleaner"... It is a pipe re-lining machine. When old cast iron pipe rust out and wont hold water anymore they reline the pipe with a epoxy material and that's what this machine does. They push the material through the pipe and expand it with air and it hardens to the interior of the old cast iron pipe to create a new rust proof lining.

That cleaning at 7:00 is no cleaning but to renew the pipes. It's a meshtube that's coated with epoxy resin, blown into the pipes it unfolds itself somewhat like a sock turned inside out. After curing the resin is hardened and the pipe more sturdy than ever. A good way to renew pipes without having to rip out all the old stuff.
