If one territory completely surrounds the territory of another state, the next time it’s selected, it should automatically take the state it surrounds. Not only would it be more accurate to actual warfare, but it would allow for bigger territories to stand a chance against the smaller ones inside it, being that there isn’t exactly a direction for “inside”.

It's a situation a bit like Virginia and West Virginia, where one was created after the other and was a part of it. Btw you must have realized the correct count is 26 states + the Federal District (tge capital, Brasília) and you added 2 more by accident
