I would say that she lost both fights to herself since in the first fight she disarmed Utena causing the sword to be thrown into the air and in the second fight she plucked her own rose.
I feel like if anyone else in the cast could have come close to achieving revolution it’s Juri, but she’s held back by being ashamed of herself and her feelings. God I love this show 😭
