Russell never targeted Raj, I think he just saw him as a troll and didn’t bother since everyone was already bullying Raj. Russell had it out for Boris though, he would take shots at him every chance he’d get. I think it was because Boris was almost as bad as Raj and Boris would join in on the bullying of Raj to keep the attention off himself and Russell saw right through that.
