He is confused between 'Bid to RA' and 'RA'. He is telling about 'Bid to RA' only. In Bid to RA case, only 50 per cent of technically qualified bidders are eligible to participate in further RA bidding. Suppose financial bids of 10 bidders have been opened, only 5 bidders, i.e., L1 to L5 are eligible to fight for further financial bids (RA). The reference price of RA will be the lowest price received among 10 bidders.

If a small business man is registered with MSME, buyer has to give benefit in terms of prices and experience, turnover, etc. You can take direct orders costing less than 25k from buyer

If u are going to choose bid, as per GTC of GeM it is mandatory to opt 'Bid to RA' option while generating bid to have most competitive prices/rates

As per GTC 3.0 of GeM, one bid received under RA can be opened after giving two extension for submission of bids and with the approval of CA giving justification

@@gracenemo2845 you can place order to the only party if it is technically suitable and by uploading the justification/recommendation duly approved by competent authority. Or you can extend the bid opening date to get competitive bids.
And if only one bidder is technical suitable out of 5, then u can go with placing the order with the only bidder by uploading proper justification duly approved by CA.
